For each Operational Programme a Managing Authority has been appointed which is responsible for the implementation, the effectiveness and the regularity of the Programme’s management. O.P. "Education" qualified Authority is the O.P. "Education" Managing Authority.

The regulatory - legal framework that defines and affects O.P. "Education" completes the setting in which the programme’s operational framework lies.

For the implementation process for Operations included and funded by O.P. "Education", eligibility of expenses plays an extremely important role.
