regulatory framework which applies for O.P. "Education" II operations.
COMMUNITY LEGAL FRAMEWORK
The 3rd CSF’s legal framework includes the following
Council and European Parliament Regulations, Commission decisions
and the national legislative measures. These constitute the direct
legal framework for the implementation of the Operational Programme
for Education and Initial Vocational Training for the programming
period 2000-2006.

O.P. "Education" implementation should
be in accordance with the valid legal framework for Structural Fund
interventions in the context of the 3rd CSF. The latter even though
it does not involve only O.P. "Education", defines the European
Union’s policy areas such as equality of opportunities between the
sexes and the environmental protection. It also formulates good
management and transparency regulations such as those for competitiveness
and public contracts for the procurement of goods, the construction
of infrastructure and the provision of services.
It is therefore noted that:
The Final beneficiary must be aware of and apply
the valid legal framework and the reference of the aforementioned
provisions should not be considered as limiting. In any case the
community legal framework predominate over the national one for
cases where national legislation has not been harmonized with the
community legislation.
